HttpAuthProtected LocParam functionality was probably removed accidentally during Loc refactoring.

I added an onCreate method for LocParam that is called when the Loc instance is created. This allows the LocParam to do certain initialization logic. For HttpAuthProtected it just needs to set the proper DispatchPf functions and this needs to happen early in Boot. Br's, Marius
